The Federal Rotational Cyber Workforce Program (FRCWP) is a cyber-focused program that provides government-wide interagency detail assignments (rotations) to cyber-coded government civilians.

The Government-wide FRCWP provides opportunities for employees performing information technology (IT), cybersecurity, and cyber-related functions to apply for and serve in rotations at agencies outside of their home agency. These non-reimbursable details last from six months to one year. Rotations are advertised on this page (see Available Opportunities). The program, authorized by the Federal Rotational Cyber Workforce Program Act of 2021 (Public Law 117–149), expires in June 2027 (unless extended).

Purpose & Objectives

FRCWP empowers federal agencies to further enhance their cyber workforce by developing critical cyber skills and creating environments where employees have ongoing learning and development opportunities. Cyber employees on interagency rotations can improve and develop knowledge and skills to not only support their own professional growth but also bring new skills back to their home agency. Such rotations help advance career opportunities and support employee engagement, satisfaction, and retention.

The program objectives are that:

  • Cyber employees serving in rotations (details) gain on-the-job experience and achieve higher or different skill levels in IT, cybersecurity, or other cyber-related functions; and
  • Rotations promote intra-agency and interagency integration and coordination of cyber practices, functions, and personnel management.

Eligibility for Rotations

The Federal Rotational Cyber Workforce Program focuses on cyber employees and cyber rotational assignments.

To be eligible to apply for a rotation, an employee must meet the following criteria:

  • Eligible Employees: Federal civilian employees assigned to an OPM or DoD Cyber Workforce Framework (DCWF) cyber-coded position.
  • Supervisory Endorsement: Participants must be approved to participate by their direct supervisor.
  • Performance Level: Participants must be rated at least fully successful on their most recent annual performance.

How to Participate

Ready to participate in CITEP? The following instructions outline the key steps for both the organization and the participant, providing a clear roadmap for engagement:

For DoD Components and Federal Partners:

  1. Identify eligible positions or set of duties for rotation.
  2. Submit the Cyber Workforce Rotation Program Opportunity Listing Form to list your cyber rotation opportunities* on this page (See Available Opportunities section).
  3. Assess applications and create a preferred candidate list against pre-established criteria.
  4. DoD CIO will use organizations' preferences to notify applicants of selection status.
  5. DoD CIO will provide an Opportunity Acceptance Letter to selected applicants.
  6. Once the letter is signed, review and sign a Memorandum of Understanding/Three-Party Agreement before the start of the rotation.
  7. Provide instruction, support, mentorship, and feedback throughout participant’s rotation opportunity.
  8. Evaluates participant’s rotation performance in coordination with the participant’s home supervisor.
  9. At end of rotation, participant vacates the position and returns to their home organization.

*For DoD Components Only: DoD Components operate under a quota system (detailed below) that requires a minimum number of both cyber rotation positions offered and employees participating from each component.

Note: The quota of 5 applies to both a minimum of 5 participating employees and a minimum of 5 available rotation opportunities. This quota can be used to support either or both programs. Matching may occur to aid in agencies meeting quota requirements.

For Employees:

  1. Review program eligibility and qualification requirements for participation.
  2. Gain approval from direct supervisor to apply for and serve in rotations.
  3. Review cyber rotation opportunities on this page (See Available Opportunities section).
  4. Submit a unique application for each rotation opportunity of interest during the open cycle period.
  5. Upon selection into a rotation, review and sign an Opportunity Acceptance Letter
  6. Once signed, review and sign a Memorandum of Understanding/Three-Party Agreement before the start of the rotation.
  7. During the rotation, perform rotational duties as assigned with host supervisory instruction, support, mentorship, and feedback, and receive performance evaluation from host and home supervisors.
  8. At end of rotation, return to original position at their home organization and conduct a self-assessment and program evaluation.
