Kevin Mulvihill is a Senior Executive Service member serving as the Deputy Chief Information Officer for Command, Control, and Communications (C3) at the Office of the Secretary of Defense. He provides strategic direction and oversight for the acquisition and implementation of C3 capabilities supporting Department of Defense (DoD) operations.

In his role, Mr. Mulvihill oversees policies on spectrum management, communications systems, Position, Navigation and Timing (PNT), and Tactical Network Management, among others. He previously led modernization efforts for DoD Satellite Communications and tactical datalink capabilities.

Mr. Mulvihill has extensive leadership experience in both civilian and military sectors, focusing on operations and planning for DoD C2 systems. A graduate with honors in Aviation Management from Lewis University, he was commissioned into the United States Air Force, where he commanded an E-3 Sentry squadron and participated in numerous operations, including Desert Shield and Storm. Mr. Mulvihill's military career started in 1985 with the Peace Shield Program in Riyadh, Saudi Arabia, culminating in his final operational tour as Director of the Cheyenne Mountain Command Center in 2009.

He holds a Master of Public Administration from the University of Oklahoma and has completed advanced programs at prestigious institutions, including the Kennedy School for Senior Executives in National and International Security Program. He is a recipient of Secretary of Defense Exceptional Career Civilian Service Award, the Distinguished Civilian Service Award and Presidential Rank Award.
