Bonnie M. Hammersley
Deputy CIO for Resources & Analysis
Mrs. Hammersley is the Deputy Chief Information Officer for Resources& Analysis within the office of the DoD Chief Information Officer (DoD CIO) . Key responsibilities include serving as the DoD CIO focal point for the Planning, Programming, Budgeting and Execution process, Congressional issues, and for admin & management. This position was formerly the Deputy Assistant Secretary of Defense for Resources within the Office of the Assistant Secretary of Defense (Networks & Information Integration) / DoD Chief Information Officer).
From June 2002 to November 2007, Mrs.Hammersley was the Director of the Resource, Program & Budget Office within DASD (Resources). The responsibilities included generating the DoD Information Technology budget and associated budget justification materials provided to both the Office of Management and Budget and the Congress.
From June 2001 to June 2002, she was the Special Assistant to DASD (Resources) and played a key role in the 2001 Quadrennial Defense Review and the various emergency supplementals in support of the aftermath of September 11, 2001.
From November 1998 to June 2001, Mrs. Hammersley began as Acting Deputy Director for Critical Infrastructure Protection (CIP), within the former OASD (Command,
Control, Communications & Intelligence), while on rotational assignment as part of the Defense Leadership and Management Program. She became the Director for CIP and entered the Senior Executive Service in December 1999.
From November 1993 to 1998, Mrs. Hammersley was a Treaty Manager in the Navy Arms Control Directorate of the Navy
International Programs Office, reporting to the Assistant Secretary of the Navy (Research,
Development, and Acquisition). She

Transparency in Armaments, Antiballistic Missile, Global Exchange of Military
Intermediate Range Nuclear
From May 1990 to November 1993, Mrs. Hammersley was an environmental engineer in the Environmental Protection,
Occupational Safety and Health Office of the Naval Sea Systems Command (NAVSEA). She served as the Command’s primary
contact to external offices and agencies on issues under her cognizance. Her responsibilities included addressing Command
environmental issues (with emphasis on air) and she was a key player in the implementation of the Clean Air Act Amendments of
1990 within the Department of Defense and Department of the Navy.
Mrs. Hammersley is a 1990 graduate of NAVSEA’s Commander’s Development Program (CDP). During this three year program,
Mrs. Hammersley held positions in key offices such as the Assistant Secretary of the Navy for Shipbuilding and Logistics and the
Chief of Naval Operations. Her rotations covered the areas of policy making, congressional inquiry, program management, and
ship engineering. She has completed the Program Management Course from the Defense Systems Management College and was a
member of the DON Acquisition Professional Community. Mrs. Hammersley has also completed the Program for Management
Development from the Harvard Business School.
Before entering the CDP in April 1987, Mrs. Hammersley held positions as Branch Head and Chemical Engineer while working
within the Ordnance Department of the Naval Ordnance Station, located in Indian Head, Maryland. Her experience covers both
extruded and cast ordnance products. Mrs. Hammersley was instrumental in the procurement of a real
for use on the extrusion production line.
Prior to Mrs. Hammersley’s federal service career, she worked for the General Electric Company (GE) at the Specialty Material
Department located in Worthington, Ohio. While at GE, Mrs. Hammersley held several positions, starting as an engineering
laboratory technician (while a college co
-op) and departing as a research & development engineer. Her GE experience covers the
areas of quality control, process & product development and applied research. Mrs. Hammersley developed and introduced six
new Thermally Stable Diamond Products which concluded with a patent application. The patent was issued in April 1988.
Mrs. Hammersley is a native of Columbus, Ohio and a graduate o
f The Ohio State University where she received her B.S. in
Ceramic Engineering. She is also a graduate of the Naval War College,
1994 fellow of the Massachusetts Institute of
Technology’s Seminar XXI Program (Foreign Politics, International Relations, and the National Interest)
a former member of
the Defense Leadership and Management Program.
Mrs. Hammersley is a 2004 Presidential Meritorious Rank Award recipient.
