Ms. Char Laughlin is currently the Chief of Staff to the Department of Defense Chief Information Officer. Previously, she was the Director of Cybersecurity and Cyber Capabilities in the Office of the Principal Cyber Advisor (OPCA), responsible for implementation of the DoD Cyber Strategy. Prior to joining OPCA, Ms. Laughlin served as the Deputy Chief Cybersecurity Engineer under the Deputy CIO (Cybersecurity) / Chief Information Security Officer; as Cybersecurity Lead for the $4.7B Family of Advanced Beyond Line-of-Sight Terminals program within the Air Force Life Cycle Management Center; and as a Test & Evaluation Engineer for the Missile Defense Agency.

Ms. Laughlin has 10 years of service within DoD and 3 years in industry. She is Defense Acquisition Workforce Improvement Act certified in Program Management (Level I); Science & Technology (Level I); Test & Evaluation (Level II); and Engineering (Level III). She also has her Security+ and Engineer-In-Training certifications.

Ms. Laughlin has a Bachelor of Science degree in Engineering from Franklin W. Olin College of Engineering (2007), a Master of Science (MS) degree in Systems Engineering from the University of Alabama in Huntsville (2014), and a graduate certificate in Network Security through the University of Massachusetts Lowell (2015). Ms. Laughlin is also a distinguished graduate of the National Defense University College of Information and Cyberspace where she earned a MS in Government Information Leadership (2018).
