Dr. Kelly Fletcher is a member of the Senior Executive Service and serves as the Principal Director for the Deputy CIO (DCIO) for Resources & Analysis. In this role, she ensures that IT and cyber priorities are appropriately resourced throughout DoD – including by the military Services, the Defense Information Systems Agency (DISA) and within DoD CIO.
From September 2018 to February 2020, Dr. Fletcher was the Deputy Director for Program Analysis & Evaluation at the Department of Homeland Security (DHS) where she supervised and coordinated the development of the DHS budget. She led analytical studies on leadership priorities including election security and federal network cybersecurity.
Dr. Fletcher had a number of roles in the Department of the Navy including the Acting CIO and the Business Modernization Lead. In these roles, she provided strategic guidance for resource-related initiatives, led a major reorganization of the CIO office and stood-up an expanded Chief Management Office. Prior to joining the Department of the Navy, Dr. Fletcher spent 6 years with Cost Assessment and Program Evaluation (CAPE) within the Office of the Secretary of Defense (OSD). She served as the Special Assistant to the Deputy Director and as an Operations Research Analyst.
Dr. Fletcher’s Ph.D. was awarded in engineering from Georgia Institute of Technology and her B.S. was awarded from Washington University in St. Louis. She was named one of FedScoop’s Top Women in Tech in 2018.
