Blake Moore is currently the Chief of Staff to the Department of Defense Chief Information Officer. Previously Mr. Moore served as the Special Assistant to the Deputy Assistant Secretary of Defense for Cyber Policy where he led the development of the 2018 DoD Cyber Strategy and the first-ever Cyber Posture Review. Prior to that, he was the Senior Director of Operations at Splunk Inc., where he developed business strategy and implementation in leveraging machine data for the cybersecurity, fraud, and compliance markets.

Former positions include: the first Deputy Director of Intelligence at the US Cyber Command (USCYBERCOM) Cyber National Mission Force (CNMF); Chief Operating Officer, Joint Intelligence Operations Center, USCYBERCOM; Chief of Operations, Intelligence Planning Division, USCYBERCOM; Lead Intelligence Planner for Operational Planning, USCYBERCOM; Intelligence Planner, Expeditionary Cyber Support Element, US Forces–Iraq; Computer Network Defense Analyst, Booz Allen Hamilton, Senior Consultant, Joint Task Force for Global Network Operations, US Strategic Command (USSTRATCOM); All-source Intelligence Analyst, Joint Functional Component Command for Network Warfare; Digital Network Intelligence Analyst, National Security Agency (NSA) Threat Operations Center (NTOC); and Signals Intelligence Analyst, NSA Hawaii.

Mr. Moore holds a Master of Science degree in Intelligence Analysis from Johns Hopkins University, a Bachelor of Arts degree in Intelligence Studies from American Military University, and an Executive Leadership Certificate from Cornell University. He is certified as a Joint Information Operations Planner from the Joint Forces Staff College, National Defense University; a Computer Network Operations Planner from the U.S. Army 1st IO Command; and an Intelligence Planner from the Joint Military Intelligence Training Center, Defense Intelligence Agency (DIA). Mr. Moore has professional education certificates in analytical methodologies from the DIA, NSA, and the Office of the Director of National Intelligence (ODNI). Mr. Moore has also studied Cyber Security Law and Policy at Syracuse University’s Institute of National Security and Counter Terrorism, where he explored alternate internet infrastructure development and how to align it with the current US policy structure.
